(3) can be used by a Council to create a virtual community (not just a virtual High Street) for its local businesses, clubs, schools and community groups - each has its own space and 24/7 control of its own content and each can use the platform to promote itself and send messages to the mobiles and computers of its own customers, members, etc; and
(4) enables a Council to generate advertising revenue for reinvesting in the community.
